A missing title is not one problem. It depends on the vehicle age, whether the car is in your name, whether there is a lien, and whether the vehicle is being sold for recycling or repaired for the road. The fastest safe answer is this: older vehicles with no active lien may be able to use Virginia's VSA-40 vehicle-removal process, while newer vehicles or vehicles with liens usually need the title or lender release first.

A 2008 sedan with a lost title, no active lien, and proof that the seller owns the car may be a same-day no-title pickup if the paperwork lines up. A 2019 sedan with the same lost title is different: the title or replacement title is usually needed first. A financed car is different again because the lender still has an ownership interest until the lien is released.
That is why a good no-title buyer should ask about the year, whether the car is in your name, and whether there is a lien before promising pickup. If someone says every no-title car is the same, slow down.
If your car also has a failed Virginia inspection, the repair-versus-sell decision becomes even more important when you don't have the title.
Normally, selling or transferring a vehicle in Virginia means signing over the title. But the law makes room for older vehicles headed for recycling. The VSA-40 process allows a buyer to purchase and process vehicles that are roughly 10 or more model years old without the original title, using a state form built for exactly that purpose: the Vehicle Removal Certificate (DMV Form VSA-40). The buyer reports the vehicle to the DMV, and the certificate documents the legal transfer.
That's the path most junk and non-running cars take. It's also why using a reputable buyer that can legally use the VSA-40 process matters: a buyer without access to this process can't complete the transfer correctly, which is how sellers end up in trouble.
Selling an Older Car With No Title

The car was never titled in your name
