No-Title Program

The Virginia No-Title Path, In Detail

Virginia has a real, legal process for selling an older vehicle without the title. It applies to vehicles 10 years or older with no active lien on the record. When you qualify, you don't need to send off for a replacement title just to sell the car.

To use it, you'll need: a valid photo ID that matches the last-known registered owner, proof of ownership (an old registration, expired title, insurance card, or prior bill of sale), a signed bill of sale, and a completed Virginia VSA-40 form. At pickup we also take a quick photo of the seller standing with the vehicle for the paperwork file. That's the whole process.

Newer vehicles — anything less than 10 years old, or anything showing an active lien — always require the actual title. There is no way around that in Virginia, and any buyer claiming otherwise is asking you to break state law.
